[SUMMARY] This study analyzed and examined current status and problems of climate change mitigation strategies implemented by municipalities using a questionnaire survey results from all Japanese municipalities. As a result, it has been revealed that many of the municipalities have neither developed plans/measures for reducing greenhouse gas nor implemented them whileannouncing the challenging goal of achievement of carbon neutral by 2050. The reasons why include lack of personnel, fiscal resources, and expert knowledge about greenhouse gas reduction as well as lower political priority put on the climate change than other local issues. In order to resolve such problems, it requires collaboration among municipalities, the development of manuals, tools, and database for achievement of local carbon neutral as well as the methodology to consider “co-benefits” to seek for simultaneous resolution of the climate change mitigation and local issues.

It is necessary that capital stocks be maintained in order to achieve environmental sustainability. However, there is as yet no firmly established methodology for maintaining and managing capital stocks. This study focuses on one example of a developmental process which took place in order to create a methodology package that will assist city officials and others such as the staff of not-for-profit organisations in Japan to manage local capital stocks. The methodology package has two main elements: providing access to a simulator which shows expected changes in local capital stocks in each city; and providing workshops to promote the sharing of knowledge and discussion among local students and people of other generations. Through the implementation of this methodology package by the project members, it has been found that these two elements generated a realisation within junior high school and high school students of expected changes to each city, and encouraged a diversity of ideas among them. Through promoting the sharing of ideas, this package has proved effective as a tool for generating suggestions regarding the management of capital stocks which have then been presented by participants at the workshops to the local mayor.

There is ongoing debate regarding long-term energy mix including renewable energy. This paper critically examines the targets discussed by the Advisory Committee for Energy, underlines the need to shift to a new management of the economy focusing on sustainability of stocks with a declining population, and as part of such efforts, points out possibility of getting back energy-supply-sector to local communities. Secondly, based on research results including "Sustainable Zone", it refers to insufficient development of local-sector-led renewable energy efforts after the FIT (feed-in tariff) scheme launch. It also elaborates on the role of local authorities to implement locally-led renewable energy introduction.
