The falling birthrate is a serious problem in Japan. Child-nurturing support was a measure advanced by the government for dealing with the falling birthrate. Parents consultation and seminars are conducted on the site of the child care. The purpose of this study is to examine the effect of this counseling approach termed the Structural group encounter method. In general, parents who showed low level communication showed more improvement at the end of the program than those that did not participate in the Structural group encounter method.
