Energy saving in the buildings and houses has been the most important problem for resolving global environment issues in Japan. For large energy saving in the building and residential house section, measures not only in the demand side but in the supply side are necessary. As the supply side measures, energy and environmental management in the area including the DHC system has been very important, and evaluation tool for urban energy environmental management are required. In this paper, background of development and outlines of energy and carbon simulation tool for urban design are described.
