Energy saving in the buildings and houses has been the most important problem for resolving global environment issues in Japan. For large energy saving in the building and residential house section, measures not only in the demand side but in the supply side are necessary. As the supply side measures, energy and environmental management in the area including the DHC system has been very important, and evaluation tool for urban energy environmental management are required. In this paper, background of development and outlines of energy and carbon simulation tool for urban design are described.

In the second report, the developed tools were applied to the case study of a model area and it was confirmed that this tools were effective for the energy analysis in the city and regions. In SPREEM to aim at a detailed examination of the city block, the conservation of energy improvement idea was made based on the analysis of the present state in the specified urban development area. Moreover, the case study was done by using SPREEM-UD for the case which the steam supply system is connected in the two or more area that had DHC.

We studied on the energy consumption for the HVAC system of the estabilished building build the analytical code so-called LCEM at an operational phase. We made some comparisons between actual measuring data and calculating values by use of LCEM and obtained the good coincident between them. As results, we evaluated the reduction rate of energy consumption of the system heat generated system by renewal of heat source machines.

Many research papers have been published on the potential effects of indoor thermal environment of in offices on productivity. However, improving indoor environmental conditions causes increase of energy consumption about air-conditioning system. This paper reports a filed intervention survey on thermal environmental effects on the performance in an actual office on energy saving measure. When thermal environment changed, the performance is improved by 7.3% with room temperature.

This paper reports two new indices in order to evaluate optimization of task ambient air-conditioning system from the viewpoint of energy conservation. The combination of a personal air-conditioning unit and a typical air-conditioning system was evaluated by using these indices. It was shown that the under floor air-conditioning system was more suitable for the task ambient air-conditioning than the mixing type air-conditioning system as a result of the evaluation. The mixing type air-conditioning system became effective by devising the exhaust method.

The energy saving effect of the ambient air-conditioning system by introducing the personal air-conditioning system is shown using CFD method. It also shows that it is possible to spend comfortably by introducing the personal air-conditioning system when working overtime and the ambient air-conditioning system stops. It will lead to the reduction in air-conditioning driving time.

青森県では平成15年に「青森県環境調和建築設計指針」を策定し、環境負荷低減対策を講じた県有施設整備を推進している。本指針では施設を計画する際に、施設の運用CO2排出量、LCCO2、IC、LCCを評価することとしており、これら指標値を計画段階で簡易に算出できるツール「環境負荷低減手法選択シート」を開発した。本報では本シート（庁舎版と学校版）の構成・計算手法、対策の組合わせによる検討結果を示す。

地球環境問題の深刻化を受け、持続的社会構築に資する自治体の総合的施策への期待は大きい。このような背景を受け、東京都では都有建築物を環境配慮型建築として計画・設計する際の基本事項を示す施設整備指針を策定した。本論文では、指針策定に際して開発した都有施設を対象としたライフサイクル的効果の定量評価方法に関して紹介し、全都有施設を対象とした環境負荷低減効果と費用対効果に関してその分析結果を示す。
