[SUMMARY] This study analyzed and examined current status and problems of climate change mitigation strategies implemented by municipalities using a questionnaire survey results from all Japanese municipalities. As a result, it has been revealed that many of the municipalities have neither developed plans/measures for reducing greenhouse gas nor implemented them whileannouncing the challenging goal of achievement of carbon neutral by 2050. The reasons why include lack of personnel, fiscal resources, and expert knowledge about greenhouse gas reduction as well as lower political priority put on the climate change than other local issues. In order to resolve such problems, it requires collaboration among municipalities, the development of manuals, tools, and database for achievement of local carbon neutral as well as the methodology to consider “co-benefits” to seek for simultaneous resolution of the climate change mitigation and local issues.
